FastDL Problem. Help?

Hello. Recently I've decided to put up a;
Garry's Mod Server.
Upon playing about, I decided to allow people to join and play the gamemode. I got a few RealLife friends to help, but they get some errors because I had no FastDL. I've followed alot of tutorials, but nothing has worked. Let me show you breifley.

My Server.cfg.

sv_password "----"
sv_downloadurl "Http://www.downright.x90x.net/prophuntfdl"
sv_allowupload "0"
sv_allowdownload "0"
net_maxfilesize 64

So, I've done everything correct?
But it still won't force the players to download it. Which is strange.
Hope this is the right section.
..
I will grant an administrator here FTP access if needed.

I did. I've tried alot. The server also does not want to update files after I've restarted it. For example.

I want to change the property of a file in.. /garrysmod/lua.
After I change, and save it. I restart the server.
When I go on, the changes have not taken effect. It's weird.
