Cant update the CSS server with SteamCmd

IDK why but today i tred to run my CSS sever and when i joined to the server its said
"The server you are trying to connect to is running
an older version of the game."
Soo ok hh i tred to update my CSS server with SteamCmd and its updated all da shit now i tryed to connect to my server again and its said again
"The server you are trying to connect to is running
an older version of the game."
And heres my code of SteamCmd:
C:\srcds\css\cstrike\steamcmd.exe "steamcmd +login anonymous +force_install_dir C:\srcds\css\ +app_update 232330 -verify_all +quit"
I think its a normal code or no?
I updated the CSS server with SteamCmd and its "NOT" update my server why?!

Try installing the CS:S (using steamcmd) in a whole new folder. Then move any custom maps, mods, etc. from the old folder to the new one.
