master request update

Hey ive been having problems updating my server it says master request update please update and restart. But then i go and update and it still doesent work...

update.bat HldsUpdateTool.exe -command update -game tf -dir "c:\hlserver" -verify_all -retry
pause

Startserver.bat: C:\hlserver\orangebox\srcds.exe -console -game tf +maxplayers 24 +map trade_clocktown_b2a -insecure +fps_max 701

HLDSUpdateTool is no longer used due to the SteamPipe update. You must use SteamCMD.
