Friends can't connect to HLDS:TF2 server

Server OS: Windows 7 64 bit
Processor: Intel® Core™ i5-3550 CPU @ 3.30GHz
Ram: 8GB
Game(s): Team Fortress 2
Start Up Command: C:\tf2\orangebox\srcds.exe -console -game tf -port 27015 +maxplayers 24 +map ctf_2fort
Admin Mods: MetaMod, SourceMod.

I'm running a HLDS for TF2, and for some reason other players can't connect to my server. I've set up port forwarding for my router via my network configuration page (I'm using a Linksys router). The ports are forwarded like this:

(Application)TF2 (Ports)3478 -4380 (Protocol)TCP/UDP (IP Address)192.168.0.1

(Application)TF2 (Ports)27000-27050 (Protocol)TCP/UDP (IP Address)192.168.0.1

Friends of mine have been unable to connect to the server. They see "server not responding" when they search for it using my public IP address. I'm running the server from my own computer, not remotely. When I first installed the server, I had SV_LAN set to 1, and I found the server using the LAN tab under the server browser. I then added it to my favorite, and changed SV_LAN to 0. But if I try to find the server through the favorites tab using its IP, it gives me the same error as my friends: "Server not responding"

Can anyone help me with this?
