[Help]Need to add a client command

Hi, i have a TF2 server that uses a Rules Menu plugin
and i have a command for admin that shows the rules (!showrules)
but i dont have a command that will show clients the rules
like !showrules or !rules.
so please if someone can help me set up a command or post 1 for me
