Hey guys, this is a really weird issue that only started after the recently "mandatory" TF2 update as my server was working fine before it, and even deleting everything and downloading the files again does not fix the issue. Basically, now every time someone joins my server, they always get put into a weird limbo (almost spectate like) state. This happens regardless if they auto assign, or pick a team manually....They never actually get assigned! 
No errors in the console after a clean install and below is how this state looks like for people that join the server:

Server is Win2003 R2 with 2GB of RAM and startup command is:
orangebox\srcds.exe -console -game tf -port 27015 +map pl_goldrush +maxplayers 24
