To install SRCDS, read the instructions right on the front of the SRCDS home page (http://www.srcds.com).
Make sure you read this post too: https://support.steampowered.com/kb_article.php?ref=5386-HMJI-5162 It contains useful info about running servers and playing games on the same system. If you plan to do this, I recommend you use Option 1 "Listen Server" which uses your existing game client and nothing more. It's super simple compared to the work of setting up an SRCDS, and it's the only supported way to play the game and host a server on the same system according to the post. Good luck
