The Ship DS Will not connect to Steam servers

I just downloaded the server files for "The Ship" using the HLDS Update Tool. I configured my server.cfg as follows:

I then ran the command:

The init runs until it hits

The nav mesh needs a full nav_analyze

And it stops. It does not connect to Steam to activate VAC, the server is impossible to connect to through console and does not show up on the server list. This is on a Debian 6 VPS which has successfully ran Team Fortress 2, Garry's Mod, Left 4 Dead 2, and Counter-Strike: Source on before.
