Can't see me server

So as the title says, I cant see my server, nor connect to it.
I would very much appreciate that if anyone knows whats wrong please tell me what to do.

Server OS: Windows Server 2008 R2 64-bit
Processor: AMD 4174 6 cores
Ram: 32 GBs
Game(s): Garry's Mod
Start Up Command: C:\Users\Zeus07\Desktop\SRCDS\orangebox\srcds.exe -console -game garrysmod +map gm_flatgrass -maxplayers 16 -autoupdate
Admin Mods: ULX + ULib, this is irrelevant as it didnt work before i installed it either.

Did you open the port in your router and Windows FireWall?

updated thread with proof from canyouseeme.org that the port is open. I am investiaging the firewall thing asap
