Unable to load manifest file

Hi.
I am having a problem with SRCDS which I installed. When i try to start my server it says "Unable to load manifest file 'scripts/surfaceproperties_manifest.txt'.
Any idea?
I could SRCDS working on Linux, but not my Windows.

BASIC INFO
Server OS: Windows Vista Home Edition
Processor: Intel Core 2 Duo
Ram: 3GB
Game(s): Counter-Strike: Source
Start Up Command: c:\srcds\srcds.exe -console -game cstrike +map de_dust -maxplayers 16 -autoupdate
Admin Mods: None

try verifying the files
-verify_all in hldsupdatetool with commands

I'm pretty sure these are safe to ignore, does your server still work?

Just a guess that your manifest file is in UNIX format, try changing it to DOS format
