Server Downloads

How do I control what files for people in the server to download? For example, if I add something to materials, how would I tell the server that I want users to download these files?

as a map modder best experience is include extra files into your map.bsp file, otherwise admins will have to generate (or you provide) your_map.res file with mentioning each file, so annoying and I usually drop such maps from my server.
As a modifications developer there is a Downloads table, using it depends on environment you program in. but for Sourcemod:
