Socket connection failed (Operation in progress)

Dear All,

I have installed the Windows Dedicated Server for Nuclear Dawn and met this problem with rcon:

Socket connection failed (Operation now in progress)
Unable to connect to remote server (*.*.*.*:27015)

Windows 2008 R2 latest update.
I have no idea what to do with it. Please help.

try adding -ip <server ip> to the startup command
