CSS dedicated server ISSUES

So I made a server today (YAY) , but I had my first issue -.- .. I started the server through the srcds and then tried to connect through CSS console ~ , but this happened :X

And I always get Public ip is 0.0.0.0 ..whyyyyyyy ???? However , I can join through "LAN" Although I have ''sv_lan 0'' . Any help
Oh and this is my scrds shrortcut target : [ C:\Program\css\srcds.exe +ip 188.XX.XXX.XX -console -game cstrike +maxplayers 12 +map de_dust2 -port 27015 ]
