Map cannot be downloaded

Okay, my friend is having these problems with his dedicated server, when he tries any map, you are unable to download the map at all and we have no clue why, it only works if the map is already downloaded and we don't want that, we want it so they can connect and it automatically downloads, the error is "Cannot download map /etc", is it some sort of bug? Please answer, thanks

Check that those are set to 1.

Also check that you have not set sv_downloadurl unless you do use it.
