CS-SOURCE My dedicated server how to add latency Bot?

I played on some servers as a visitor. I played with bots. And press TAB I saw in a numeric column latency of bots. Is this possible?
I would like to have it on my server but I do not know how to do it : (
It is possible that the bots have latency (Ping) 50 ms?
How can I do? Is it a plugin or it can be set somewhere?

yea there is a sourcemod plugin for that

i'll warn you that this is against valve policy, and they do not tolerate servers which are trying to fake bots.
I remember servers using this plugin were banned in TF2, not in CS:S though
