SRCDS Tier0.dll ERROR

Hello my srcds is not working.
I've tried reinstalling it maybe 4 -5 times + that I have Googled myself to death.
It works whether or not the steam does not know what it is I have made the right move for the worked ettt while.
I get the following error message

After i click OK i get

The specified procedure could not be found

I have updated srcds a number of times I've tried my friend tier0.dll file
has porvat delete bin folder and run the update.
I have no plugins or anything on the server, Should I need to reinstall your computer?
