If windows doesnt have your network connection listed then most definately no program will be able to bind ports to it. That or the ports are already in use by another program

Theres nothing listed in network connections which is in your control panel?

If windows doesnt see the connection its not a srcds problem.
Re-install latest drivers, make sure you dont have faulty hardware that kinda stuff

If I click on 'Network Locations' its doing nothing, there just dont happens a thing when I click on it.

Mouse drivers obviously any drivers for hardware relating to network connectivity.
Since your pc hangs when your going to view network connections it suggests to me DHCP is enabled and failing to allocate an IP, or your hardware is fukked, or your OS is out of date, you have faulty drivers, a faulty cable, a faulty router or one of a million other things.
Really need more info for this one.
start > run > cmd [enter]
ipconfig /all [enter]
any connections listed?
can you access the net at all?
can you access other pc's on the networ or even your router admin page?

please post your shortcut command that you use to start the server.
in case you added your external ip like +xxx.xxx.xxx.xxx you must remove it. no need to add this to the shortcut anymore.
i had the same problem and removing my external ip from the command solved the problem
