I was having this same trouble and searching through the posts here. I am running a server on a LAN and could not see it in the in-game server browser. I could connect to it by typing connect XXX.XXX.XXX.XXX, but who wants to do that?
The solution is very simple. At least it was for me.
Don't include the +ip XXX.XXX.XXX.XXX switch in your startup command line. Assuming your server only has one NIC the program will bind to the only available IP anyway so this shouldn't be a problem.
