my dedicated server moving speed

Hello, i have set up everything as it should be, my server is up and running,
but i have a problem, its about the moving speed,

when i move to sides , i mean straffing, its the same speed as walking forward,

i have upload a small video showing it :

when i use sv_sidespeed 400 on the srcds console it says that its unknown
same with everything else except sv_maxspeed 400, with this one nothing changes, but when i go ingame, i type cl_sidespeed 400 it only works if sv cheats is on but doesnt do any diference .

what should i do, what comands should i type in so that the moving speed is the same for every direction like on listen servers and other public servers?

shouldn't moving sides be same as moving forward? And what game do you run?
