how do you expect this to work? anybody could send then rcon commands without a password, that would be dangerous. you can just include the rcon password in your php script.

No, it's rcon command and shouldn't be allowed. It's easy to have php script use rcon, there is a php library available for such things. I think it's called steam condenser

as i remember it is a server command "sm" with supplied argument "version"
cvars are different, use my link to library, it has solution for public cvars too

you can query public cvars with tools like quakestat, but as stikyfax mentioned, sm version is not a cvar technically.
