best optimization for small tf2 server

hello i have a TERRIBLE upload speed of 864 Kbps and i was wounder what would be the best config for this. I run a small tf2 achievement server. max players about 11. Im not currently running any other servers.

specs
cpu: phenmon II x4 955 black edition 3.2Ghz
ram: ddr3 8gb
os: windows 7 64 bit

oh also i use fast download for the map and other custom content. They just pull all of that off of my host gator web storage.

It's not good upload speed at all D:

sv_maxrate 9330

that may be okay but it will probably lag a bit since thats poor maxrate.

dont recommend limiting maxrate too much (it causes major choke spikes), its much better to limit the amount of updates coming in and out. try these
