Server cfg situation

Hello everyone,
I seem to be having an issue with my dedicated server with TF2 not recognizing whatever I've set up in my cfg folder. I've noticed this because, although I put in a server password and hostname, the server never seems to be using it.
Upon running my cmd prompt I've noticed this message; "Failed to load Steam ServiceServiceStart: failed to startexec: couldn't exec server.cfg"

I've done some research on this issue and I've worked out how to save my server cfg as a .cfg file and that hasn't fixed anything.

If anyone has anyone has suggestions on what I could do, I would really appreciate it.
