[TF2][L4D2] Weird Speed Issues

So I have a dedicated server running Debian GNU/Linux. Both my TF2 and L4D2 servers run extremely fast. By that I mean, I am able to shoot pistols as fast as machine guns, reload so fast that you can't even see it, and NPCs (zombies) move like they someone attached jets to them. My only guess to the cause of this problem is CPU Frequency Scaling (yes, it is enabled). I am not able to get into the BIOS any time soon to disable it, so I would just like to ask if that could be the cause of my issue before I put a support ticket in to get that changed.
