Hey, I had this problem too, try doing a fresh install and updating steam to the new version (was beta for me, but still worked). Tell me if it worked.

If there is any other possible fix besides just restarting/reinstalling, I'd love to hear one.

fixed it.

verify that you have a steam_appid.txt file with "440" (without quotes) inside of it, in orangebox folder.

looks like valve missed to put in that file in their latest update.

Where is that file, exactly? I don't have an orangebox folder (unless you mean the srcds, but that doesn't have a steam_appid.txt) and there are a ton of others that my computer is finding.
If this does work, I will love you forever. Two days of trying to figure it out has gotten me desperate. xP

If you have server files in E:\SERVER (you asked hldsupdatetool to save tf2 server files in E:\SERVER) you should have an orangebox dir in there, its the one where you can find your srcds executable.

create a text file named steam_appid inside that one, so that its path will be this:

E:\SERVER\orangebox\steam_appid.txt

and inside of it you type

440

save it, close and re-run the server, and that's it, it should work (it worked for most people with this recent bug). retrieved that one from hlds support mailing lists.

That did not work for me and I'm having the EXACT same problem

make sure the steam is updated I had this problem and installing steam didn't help until it was updated.Smile
