Couldnt allocate any replay ip port

Hey
I am trying to make my css server and a error message comes up after i try to join it: Couldn't allocate any replay ip port.

Before that i had a problem with: Couldnt allocate hltv ip port or something like that and i changed the port.

Server OS: Windows Server 2003 32-bit
Processor: Intel® Core™2 CPU 4300 @ 1.80GHz (2cpu's), ~1.80GHz
Ram: 1.5GB
Game(s): Counter-Strike: Source
StartUp Cmd: c:\srcds\srcds.exe -console -game cstrike +map de_dust -port 27016 -maxplayers 16 -autoupdate
Admin mods: None

NETWORK AND BANDWIDTH INFO
Bandwidth: 15.65MBps up, 0.81MBps down
Router: DynaLink RTA1025W
Local IP of server: 192.168.1.3
External IP: 60.234.233.43

I would be much appreciated if i could get this done straight away cause im desperate for my first server lol, but if you have to..please take your time

Sometimes it's difficult to fix things on the fly if not all requested information is included.

The "Couldn't allocate..." error means that there's another application or service that are currently using the same port. This error can also show if you try to bind your server to an IP address that the server doesn't have. I can see that you are running NAT, try to use this launch-command instead:
