Tf2 srcds ip not working

Ok my server used to work and stuff i port forwarded and everything but then i was being stupid and tried changing the internal ip address to the external address but then it didn't work and now the ip has changed for my server and its still port forwarded and has a static ip address but the regular ip isn't working and i went to http://whatsmyip.net/ it says my ip and i cant use it i typed in console connect 98.xxx.xxx.31:port and it doesn't work PLEASE HELP!

You can't connect via your external IP. Others can.

I gave my friends the eexternal ip it doesnt work

If others can't connect, then you probably didn't forward the correct ports.
