I have tried to type in the startup shortcut -port 27005 instead of 27015, but then I got: Couldn't Allocate any hltv IP ports...

What does that have to say when my first TF2 server is working? I already got that online. Its just the ports on the other one that don't work...

Try disabling HLTV, put -nohltv on your command line. Also try putting your IP on the command line with -ip [youriphere]
If I helped you, I would love some rep.

Just out of curiosity, why'd you disable VAC? That shouldn't have an impact on this.

Didn't disable VAC. It... Just never came up on my DOD server.
→ Meaning, I never got the chance to activate or deactivate it, but it just deactivated.
