Lag issue on TF2 server

Ok, me and my friend are trying to open a TF2 server, its not dedicated. Here are some specs:

Core I7 920
4 GB DDR3 Corsair at 1333 Mhz
Asus P7P55-D PRO
1tb Seagate HD

Internet stuff:

ISP: GVT (Brazil)
Bandwidth: 10 mb/s

Ok, we first tried a 10 slots server, everything was good when was 4x4 in the server, but when its full, everyone got >200 ping.

Im wondering, is that because of bandwidth limitation, or bad configuration ?

We are using Mani Admin. The srcds is updated.
We are not runing the console mode.

It sounds like you don't have enough upload bandwidth to serve that many players...
