when I try to run "hldsupdatetool.exe" to start installing srcds, it gives me an error: "could not initialize installation. file size expected=703533, size returned=367101." any help.

I've never seen that before.
Try re-downloading the tool from the steam website and then re-installing the tool.
Then try installing via the installer...

Weird, never seen this problem. Do what Mooga said. If you're running Windows Vista or 7 Run it as an administrator.
