auto balance

I have a css server and for some reason autobalance doesnt work even set to 1 works sometimes but I was in the game and there were 2 cts and 5 ts. Is there a command to enter in the server.cfg to help balance teams please?

mp_autobalance 1
mp_limitteams 2

Does auto balance move players every certain amout of minutes or round?

What kind of server are you running? Just a normal css server? Or deathmatch? What?
