This is CelMod. It's a building plugin for sourcemod. It's like sourceop but better Smile. It's not the latest version but it still kicks ass Big Grin.

Is there an official site? I see this as possibly advertising for a risky file.
If you are planning on running a server on the computer you play on...

No, there isn't. I found this mod and it runs perfectly. this is the only link to it. if you don't trust it than oh well. plus it's not the newest version of CelMod. this is version 1.1 but it's still better than sourceop. either use the files or just not have CelMod. you're choice.
