I do realize that SRCDS and HLDS are two different types of servers. They are basically the same. What I need to know is how do I change the ip on the server info part of my server. For example, I'm browsing servers and I click view server info. And under the ip part of the server info its has my internal ip, not my external one. The reason I want this changed is because connection is only possible through console via external ip.
tl;dr form: Whats the cmd that changes the ip of my server in the server info tab.
additional info.
I have tried +ip and -ip in the command line (with the internal ip AND the external ip)
I have tried the hostip cvar
I've tried just the "ip" cvar
I've tried the hostport cvar.
Firewall has been disbled
I don't really think you need the system specs in this situation. But I can provide them on request.
Please help, I need this fixed soon, I'm under a tight schedule.

You have to connect using your internal IP, and other people must connect using your external. Steam is coded where if the server is in your LAN tab, you won't see it in your internet tab.

If your game server is hosted on your local network your computer can and will only be able to communicate with it via its local IP address thus your game server will appear to be local to you.
However to other people connecting through your residential gateway ( router, modem, etc ) with NAT then they will be able to communicate with the game server via your homes external IP and Port.
The way around this however is to setup a more advanced network, get a subnet from your ISP assigned to your home and then setup static routes on a commercial router and then assign your server a dedicated public IP. With this method however I highly recommend a hardware firewall.
tl;dr No.

Still doesn't help, any friend joining via steam gets the server not responding error and in the ip section it shows my lan ip.
Ports are forwarded, but just in case can anyone provide the port list for hlds to me? I can't seem to find a definite answer to this.
And still I don't think this is the problem, I put my router in DMZ mode and I'm still getting this error. I had fixed this at one time with SRCDS when I was hosting a CSS server and I think I used the hostip method.
Maybe its the ports, however it was i dmz when I tried this. My friends see server not responding and under info it has my LAN ip and not my WAN ip. My friends are not on the same network.
One last question, are different computers supposed to have different EXTERNAL ip's? Because its all the same for me.

Ports 27015 TCP/UDP is all you need for a game server and rcon.
All your computers will act under the same external IP which is the IP that your ISP provides to your residential gateway ( router ).
Your computer will always communicate with any computers on the same network using your local network... You will always see your game server under the LAN tab.
