Why can only some people connect to my server

i have one server that says 192.168.1.103:27015
and another server that says 192.168.1.67:27015
how do i no which one is server and which one is clent side
and why is thes two diffrent from my ip off of http://www.ipchicken.com/

when they try to join my game they say it dosent work
but peoplei dont no can join

some people can join some people cant
and some people that join one day cant join another day

You have to join off your 192 IP (that's local to you), and other people will have to join off your external IP (the one on IP chicken).
