When try to open srcds in the folders, it says that it needs steam.dll, and it says i need to reinstall source dedicated server, i did that 3 timers, and still the same problem!!!!

Just run the install script on it again with the -verify_all argument added.
If you are planning on running a server on the computer you play on...

Make sure steam is not running.
