if that helps, increase the values slowly until you get the problem again. then stay a bit below those limits...

what exact cpu does you have
Trye this:

cat /proc/cpuinfo

I think your cpu is to old/slow to manage that big server. If it still lags after BehaartesEtwas tip.. use fewer slots like.. 26 or less

fps_max 100 is too low? I think the game is performing poorly?

constant low fps are better than permanent drops from high to even lower fps... basically the minimum fps that occur during normal game play are the most important

and I also meant this only as a starting point, to see if lowering those values helps at all...
