Fps goes crazy!!!

Hello i run dedicated server linux debian!!! 3 of my servers run 500fps average but one of them sometime run 10fps until i type quit in server.. when server run 10fps the ping goes 1000!!! how can i fix that? i mean other server doesn't have that problem

can you connect to that server? if e.g. no map is running on the server, it doesn't render any frames. srcds always displays 10 fps at least, so it will seem the server has 10 fps all the time.
