Best Settings for My Server

I have just setup a CS:S server running on FreeBSD and would like to know what the best tickrate, max, and minrate would be for my setup.

My server hardware:

P4 3.06GHz
533Mhz FSB
1GB PC2700
200GB Drive

Internet connection:
15mbit down, 2mbit up
