mics on my server :/

[Showdown]

Whenever someone on my server uses their mic they sound llike a retarded alien. Im pretty sure it isnt my soundcard, this is a new computer and its fully updated.

my specs:

RAM: 4gb
64-bit windows 7 premium
amd turion X2 dual core mobile rm-74 2.20 ghz

my startup line:

C:\SRCDS\srcds.exe -console -game cstrike -tickrate 66 -port 27014 -maxplayers 20 +map cs_office start srcdsfpsboost.exe

please help
also im sort of a noob so if this is a incredibly retarded question, please dont call me out on it.
