Impossible Lag on Windows 2008 R2

I just got a new dedicated server running only 1 CS:S server.

The problem that I am facing is this. When a few players are on the server, there seems to be lag/delay for 1 second then it continues. This happens intermittently all the time. From HLSW, I can see that there are ping spikes.

But pinging from Windows doesn't seem to have any problems.

The server have sufficient bandwidth and pingtest also got a grade A.

Server Specifications:
Intel Xeon X3440
4GB RAM
500GB 7200RPM SATA2 Hard Drive

Startup command

I have turned off Windows Firewall. Can anyone advice what could be causing this impossible lag? My server is hosted on a datacenter and the tech guys have even changed a different line so that it uses different route but still the same problem. I used to run the exact same settings on a Windows 2008 and it works perfectly. But when moved to this new Windows 2008 R2 server, it's acting weird.

Any ideas?

Alright, your bandwidth seems to be OK. Try to look on the CPU and disk usage (not GB).

I used Process Explorer to view the CPU usage and it's mostly at 0. Not many players now but the lag spikes is still happening.

What do you meant by Disk Usage?

By disc usage, i mean how active the disc are (writing/reading)

Any ideas on the easiest way to check how active the disc are reading and writing?

I checked Resource Monitor, the disc is not actively being read or written.
Gosh this lag spikes is really annoying!

For a start i find HLSW reports that EVERY servers ping "spikes", id say its a common error rather than a problem. Unless your ping spikes on your netgraph then ignore HLSW being bad.

Can you try another OS like a linux distro and see if the same issues occur? If they do, it probably is a bad machine, if not, there's something we're missing.

Do you have anything else on the box running? like a webserver or anti-viris or anything? That could explain why.

Sorry for not replying earlier.

@drazah: Ping in net_graph shows OK but during gameplay there is noticeable lag/delay for a second every few seconds.

@Spartanfrog: Have not much experience with Linux but I think I might switch to the good old XP because it seems that Win2008R2 has some reporting problems with srcds such as both disk load and CPU usage reports 0% all the time.

@hankinator: No other services is running except srcds.

@loopyman: Automatic updates for windows is turned off. If you're talking about srcds, the -autoupdate switch is not included in the startup command line.

Do not run XP as a server unless you're a Window security expert...

Also, have you tried running a game server with the bare minimum? ( No addons or custom maps ) and seeing how well it runs?
