Is there any way to remote control my SRCDS console without launching the game?

As Arjen said, using Half-Life Server Window will give you RCON access without loading the game. Just make sure you forward the correct ports so that HLSW is able to get the logs.

Ive never had problems with using it, and im checking about 45 servers..
