My server was just hacked and they changed the name and a few other things. I'm currently reinstalling everything and want to know if there is any way to log all IP addresses and Steam ID's that connect to the server. So, if this ever happens again I can have them blocked.

There are serveral ways. All steam_id's and IP adresses are being logged in the database when you're using HlstatsX CE.
All steam_id's, ip-adresses and nicknames are being logged in the logs-dir.

Everything should be in your log folder if you enabled logging in your server.cfg
