TF2 Dedicated Server Connection Issue

I have an issue with my dedicated server (run on the same router, but a different PC). I can access it on lan, but when i use the connect command and the external ip+port cimbo for my server, my friends say it says "server not responding", and when I connect (from the internet tab, NOT lan tab(Lan tab is fine) it gets stuck on parsing game.

Host PC:
Server OS: Windows XP SP3
Processor: AMD Sempron 3000+
Ram: 2GB
Game(s): Team Fortress 2 Dedicated Server
Start Up Command: c:\HLserver\orangebox\srcds.exe -console -game tf -hostport 27015 +maxplayers 24 +map ctf_2fort
Admin Mods: MetaMod 1.8, SourceMod 1.3
Ports Forwarded: 27000-27040 for UDP and TCP

Any other info you need, like server.cfg, just ask.

Maybe this will help:

Find out the internal ip of the computer that is running the server.
(ex) 192.168.0.197
To find out he internal ip (router ip) of the computer you run your server on:
Click start--> Run ---> type cmd then click ok. You will then see a black window open up. Type this: ipconfig and press enter. You should see something like this:

Ethernet adapter Local Area Connection 4:

Connection-specific DNS Suffix . : your cable providers name/ip

Subnet Mask . . . . . . . . . . . : 255.255.255.0
Default Gateway . . . . . . . . . : 192.168.0.1


Then in the command line add it like so:

c:\HLserver\orangebox\srcds.exe -console -game tf +ip 192.168.0.197 -hostport 27015 +maxplayers 24 +map ctf_2fort

It should show on Lan and internet. Hope that helps ...
