srcds loses connection and times out

Hi, I am trying to run srcds games (counter strike source, team fortress 2) games on my dedicated server. But what keeps happening is that the server starts fine, then I look at my connection graph and the server has extremely high ping, then eventually times out. An example can be seen here.

The red in this case is where the server times out, then the connection comes back but at high ping, then times out again. Keep in mind that the server is running that whole time and wasn't restarted. I talked to the server host about this and they said that all the ports shouldn't be blocked and firewall is disabled on the server. Earlier, they took out the server's hard drive, moved to a new server with the same hardware specifications and then it worked fine.

However soon after that, it started to timeout again like it did in the beginning. Also when looking at the ping graphs directly on the server, it follows the same trend, just without the high ping. When the server says the connection is timed out on my computer, it also shows that on the server connection. [Image: 333333333.jpg]
I'm pretty sure that I installed the server files correctly and have the right settings as far as scrds goes. I've run servers like this for over 4 years and this is the first time I've had problems like this. Keep in mind that srcds is the thing that experiences this problem. Other connections to and from the server work fine, its just srcds that isn't working. Any ideas on what is causing this?

BASIC INFO
Server OS: Windows server 2003 standard 64 bit
Processor: Intel Core2Quad Q9400 (2.66Ghz).
Ram:8GB
Game(s): counter strike source, left 4 dead 2, team fortress 2. basically any source engine game so far.
Start Up Command: -console -game cstrike +map de_dust -maxplayers 64 -tickrate 33 -port 27015
Admin Mods:SourceMod, MetaMod, eventscripts (was also tested without these mods)

INSTALLING INFO
Full Install Command: hldsupdatetool -command update -game "counter-strike source" -dir C:\servers\test

When you play in the game server does it do the same things? High ping etc? (In game, not HLSW )

yes, ususally I cant even connect to the game.

And this happens with a completely default install with no modifications at all?
Just install to a directory and then run it, don't do any modifications.

And you have Windows fully updated?

-Yes, also happens with a default install with no modifications.

-Yes, the server was just setup yesterday.

-The hosting company also says that there is no ports blocked or bandwidth limiters on the server.

-An update, I installed a killing floor server on the same IP and it didn't have that problem. The ping was fine. So I'm guessing maybe it's source engine games?
