Spawning Objects in CSS

Hi there, I'm an admin on a server and I've noticed some of the other admins spawning objects like filing cabinets and traffic cones.
What would the command to spawn objects be? I'm guessing it's rcon?

Could be Eventscripts -> RCon.
Do you run Eventscripts?

You can also turn on sv_cheats and do some ent_spawn commands.

There is an addon for eventscripts and sourcemod both for this. . .

Yes, we run event scripts. What would be the rcon command then?
