Ports open, and can host with steam downloadable version, but not with console?

I can setup a game server with the downloadable version of srcds through the steam tools system, but when I go to host a garrysmod server with srcds it doesnt allow people to join or add it to thier favorites, or go onto the master server list. It loads all the way up an says its adding to the master list but it does not... I have checked my ports and they are all forwarded fine, but it doesnt let anyone outuside of my network connect... Im at a loss here as what to do, if anyone could help me, or if you would even take a look at it for me with teamviewer I would be Greatly appreciative!

Windows firewall? You must do a new exception for the srcds.exe GM uses.

I dont run any firewalls, bad habit I know but I get tired of fighting with them. Also people can now connect, but its been almost an hour since I last restarted it and its still not on the master list... On startup it says adding to master but it doent, I have forwarded the ports it uses to my computer to be sure that it can, but still nothing...

The masterlists are bugged. You can't count on it. It toke me 3 weeks and an ISP change before I got it working

Well that sucks... My server is going to be an rp and I dont have a whole lot of friends that like to rp, so getting people to get on it without getting it on the list could be troublesome...
