conserving bandwidth..

I'm running my own server.

Sever spec:
Athlon 2800+
512MB PC3200
Geforce 4MX
WD 80GB

Connection spec:
-3000kbps/3000kbps FTTH
-Invisible...but there is BW limitation..I don't know exactly what quota I'm allowed to use..


CSS Server spec:

Running zombie server..
Server slot=32
18 bots with 14 players usually.


Ok here is my problem. I need to conserve the bandwidth as much as I can. I used to run server 24/7 not caring how much bandwidth it ate and one day ISP throttled my speed for overusing bandwidth. I've ran a test. 6 hours of server uptime equals to about 1GB-1.5GB of upload. Is there a way to tinker around with maxupdaterate,maxrate, and stuff of that sort to minimize bandwidth consumption while it doesn't lag the server horribly?

Exact values would be appreciated..
