It basically tells the browser what type of file it is and what to do with it.

If it accepts anonymous users, then i shouldnt get a username/password popup. Do you run the server? If you don't tell your hoster to add the MIME filetype for bz2. If you do, then go to IIS, right click on your website, go to properties, http headers> MIME types> new> .bz2 type application and it works.
