Tf2 server rate settings

Hey guys. I just got a question about my server rate settings for my tf2 server.

I have a 30slot, 66tick, 128fps tf2 server. I was wanting to adjust the rate settings so people can get maximum fps in the server. Could someone recommend me some rate settings that would be appropriate for the server details I mentioned above?

I am aware that tf2 servers are better to be running at a 512fps, but right now im dealing with the 128fps. I would appreciate the help though.

the low fps may cause some lag, and would recommend upping it to atleast 250fps. But anywho, what is your upload speed?
