How I can reslove server lag

Hi I would like to know how many slots, tickrate, etc. my server should be, heres my info-

Operating System: Windows vista Ultimate
Processor: AMD Athlon 5600+ 2.8 GHz
RAM: 3 GB
Hard Drive: 500GB

Note: I play on the same computer so i would like to know good settings for the best results.
Right now it is good but there is some lag here and there. Pings range from 40-150
Right now my server has 12 slots and has a tickrate of 100.

Not unusual to have other people ping 40-150 unless you mean multiple people get 40 ping but it spikes to 150.

Does it occur when a certain number of people get onto your server? It could be your ISP blocking a certain amount of traffic.

If you have 8 people on your server, and everyone's pings are in the 40 range, and 1-2 more people connect and they go up to 150, I would say it would be your upload bandwidth. But 8mbps is a little much for that...

Also remember, some people may have high ping just because they live further away than other people, and that's very common.

well the lag im talking about is like right when i am about to kill someone it lags up alot until they are dead.
