There are tons of admin plugins out so I'll only list the top few that come to mind.
I like Mani Because it has almost every thing you could want. I also run ES to fill in the gaps.
But I'm starting to think maybe I should switch to XA(Witch is a ES plugin).

SourceMod it's self isn't a admin plugin, is it?
Doesn't it need other plugins to make it a admin plugin?

It's got basic admin options. And you can add plugins to it. I prefer SourceMod as well.

SourceMod has the basic admin options available at standard, that's right. More than it has aren't needed.
You can easily add new plugins or create your own (SourcePawn). It's flexible and high performance compared to other admin plugins.

Sourcemod by far. Mani has many security flaws, and the last time I tried it, half of it didn't work.

Manis site is down too. So there will be no update features.
However SourceMod has a very nice community and a cool developer team!

I normally recommend SM or BM.
While SM is probably the best, BM is just so damn easy to set up ^.^
